 21-point agenda by Imran Khan.

1- The appointment of the Army Chief should be like the Chief Justice, i.e. the senior most Army Chief.

2- There will be no extension to any official post including Army Chief, there will be total ban.

 3- Recruitment of any retired or serving military officer in civil institutions should be prohibited.

 4- The office of the Military Secretary in the Prime Minister's House must be closed immediately, the soldiers must not have even a remote connection with the government and political affairs.

5- The security of Prime Minister House should be handed over to Pakistan Navy and Pakistan Air Force.

 6- Privileges of all civil and military officers should be equal. Hospitals, Schools, Colleges, Universities, Golf Courses, Clubs, Plots, Houses, Pensions, Salaries should all be equal, A chap and a General's son should get the same educational and health facilities.

 7- Before being promoted as a general, an oath should be taken from the officer that he cannot have employment or business or investment or citizenship or residence abroad for 10 years after retirement.

 8- The ISI should be restructured and linked to the wider national interest. A new system of espionage should be created on the model of India, Turkey and Europe, which is a reflection of civilian supremacy. The three branches of the military have their own intelligence agencies concerned only with their defense systems.

9- The civil service academy and judicial academy should be restructured, the old system should be buried by civil and judicial reforms, the annual recruitment of recommended officers from the army to the civil service should be stopped.

10- There should be a ban on all kinds of business on the army.

11- Whistle blower system should be made for accountability of judiciary judges.

12- The defense policy should be revisited and the defense budget should be reduced by 50%.

13- The ISPR organization should be kept in professional limits only.

14- The defeat of 1971, the importance of democracy and the role of non-democratic forces should be included in the syllabus of Pakistan.

15- A retired judge or bureaucrat should be completely banned from employment in the public sector after retirement and employment, business and residence outside the country should be banned for ten years.

16- The tax returns of all government officers during their employment and after retirement should be made public, including the tax returns of their wives and children because all corrupt government officers build properties with corruption money in the name of their wives and children.

17- Election commission should be restructured and EVM and digital voting system should be introduced.

18- A digital voting system should be created for overseas Pakistanis during elections.

19- Relations with neighbors India, Afghanistan, China, Iran and regional countries Turkey, Central Asian states and Russia should be improved on a priority basis.

20- The principled position of the UN resolution on Kashmir should be kept and by improving its economic condition, it should strengthen its voice on this issue.

21- A special task force should be created for Palestine and they should be given financial, economic, military, moral support. If Europe can do all this for Ukraine, then why should we not do something for the oppressed people of Palestine.

2- کسی بھی سرکاری عہدے بشمول آرمی چیف کے، کوئی ایکسٹینشن نہیں ہو گی، مکمل پابندی عائد کرنا ہوگی۔

3- کسی بھی ریٹائرڈ یا حاضر سروس فوجی افسر کی سول اداروں میں بھرتی پر پابندی ہونی چاہیے۔

4- وزیر اعظم ہاؤس میں ملٹری سیکرٹری کے دفتر کو فی الفور بند کرنا ہو گا، فوجیوں کا حکومتی اور سیاسی امور سے کوئی دور کا بھی واسطہ نہیں ہونا چاہیے۔

5- وزیراعظم ہاؤس کی سیکیورٹی پاک بحریہ اور پاک ائیر فورس کے حوالے کی جائے۔

6- تمام سول اور فوجی افسران کی مراعات برابر ہوں۔ ہسپتال، سکول، کالج، یونیورسٹی، گولف کورس، کلب، پلاٹ، گھر، پینشن، تنخواہ سب برابر ہوں، ایک چپڑاسی اور جنرل کے بیٹے کو ایک جیسی تعلیمی اور صحت کی سہولیات ملیں۔

7- بطور جنرل ترقی سے قبل افسر سے حلف نامہ لیا جائے کہ وہ بعد از ریٹائرمنٹ 10 سال تک بیرون ملک ملازمت یا کاروبار یا انویسٹمنٹ یا شہریت یا رہائش نہیں رکھ سکتا۔

8- آئی ایس آئی کو ری سٹرکچر کر کے وسیع تر قومی مفاد سے جوڑا جائے۔ بھارت، ترکیہ اور یورپ کے ماڈل پر جاسوسی کا نیا نظام بنایا جائے، جو سویلیئن بالادستی کا عکس ہو۔ فوج کے تین ادارے اپنی اپنی انٹیلی جینس ایجنسی کو صرف اپنے دفاعی نظام سے متعلق کریں۔

9- سول سروس اکیڈیمی اور جوڈیشل اکیڈیمی کو ری سٹرکچر کیا جائے، سول اور جوڈیشیل ریفارمز سے پرانے نظام کو دفن کیا جائے، فوج سے سفارشی افسران کی سول سروس میں سالانہ بھرتی بند کی جائے۔

10- فوج پر ہر قسم کے کاروبار پر پابندی ہونی چاہیئے۔

11- عدلیہ کے ججوں کے احتساب کیلئے whistle blower کا نظام بنایا جائے۔

12- دفاعی پالیسی کو ری وزٹ کیا جائے اور دفاعی بجٹ میں 50% کمی لائی جائے۔

13- آئی ایس پی آر ادارے کو صرف پیشہ وارانہ حدود میں رکھا جائے۔

14- مطالعہ پاکستان کے سلیبس میں 1971 کی شکست، جمہوریت کی اہمیت اور غیر جمہوری قوتوں کے کردار کو شامل کیا جائے۔

15- ریٹائرڈ جج یا بیوروکریٹ کی پبلک سیکٹر میں ریٹائرڈمنٹ کے بعد نوکریوں پر مکمل پابندی ہونی چاہیے اور دس سال تک ملک سے باہر نوکری، کاروبار اور رہائش پر پابندی ہونی چاہیئے۔

16- تمام سرکاری افسروں کی دوران ملازمت اور ریٹائرڈمنٹ کے بعد ٹیکس ریٹرن کو پبلک رکھا جائے، اسمیں بیوی اور بچوں کی ٹیکس ریٹرن کو بھی شامل کیا جائے کیونکہ تمام کرپٹ گورنمنٹ افسران بیوی بچوں کے نام پر کرپشن کے پیسے سے جائیدادیں بناتے ہیں۔

17- الیکشن کمیشن کا ادارہ نئے سرے سے ری سٹرکچر کیا جائے اور EVM اور ڈیجیٹل ووٹنگ کے نظام کو لایا جائے۔

18- اوورسیز پاکستانیوں کیلئے الیکشن کے دوران گھر بیٹھے ڈیجیٹل ووٹ کا نظام بنایا جائے۔

19- ہمسایوں بھارت، افغانستان، چین، ایران اور ریجنل ممالک ترکیہ، وسطی ایشیائی ریاستیں اور روس کیساتھ ترجیحی بنیادوں پر تعلقات بہتر کیئے جائیں۔

20- کشمیر پر یو این کی قرارداد والا اصولی موقف رکھا جائے اور اپنی معاشی حالت بہتر کر کے اس ایشو پر اپنی آواز کو مضبوط کیا جائے۔

21- فلسطین کیلیئے سپیشل ٹاسک فورس بنائی جائے اور انکی مالی، معاشی، عسکری، اخلاقی مدد کی جائے، اگر یورپ

 

یوکرین کیلیئے یہ سب کچھ کر سکتا ہے تو ہم کیوں نا فلسطین کے مظلوم عوام کیلیئے کچھ کریں۔
